The Regional Waste Management Plan which will set the direction for the regions planning for materials recovery over the next 5 years is being finalised by the Consultants following the exhibition period. A critical decision for the region is to assess the opportunity for introduction of alternate technologies to improve our resource recovery following the closure of the Corio landfill site in December 2009. In March, the Chair and myself visited four technologies being used in Perth for the management of household waste. The facilities were as follows
- the Atlas sorting facility sorting metals, aluminium and organics from the mixed waste stream,
- the BioWise static pile aeration facility – a relatively low cost composting facility processing green waste with biosolids with controls on odour
- Organic Recycling Treatment (ORT) facility – a pilot energy from waste wet materials recycling facility with the ability to process kerbside waste materials with up to 30% residual material going to waste.
- A Bedminster in-vessel composting facility processing mixed waste stream
As our region produces about 60,000 tonnes of household waste (red bin materials) I was most impressed with the ORT facility as it was able to process 55,000 – 65,000 tonnes of mixed waste materials at a very competitive rate. This technology would be transferable to meet our regions needs and a full scale plant is planned to be operational in December 2006.
The other opportunity for the region was to research the opportunity for a low cost static pile aeration facility as a means to ensure we continue to produce quality compost materials from our household greenwaste collection service in manner that is not offensive to the community that may live close to any composting facility. These opportunities would build on the excellent resource recovery within our region. We have effectively 99% recovery of greenwaste (green bin material), 96% recovery of commingled recycling (yellow bin materials) and with an ORT technology we can achieve a 70% recovery of materials in the red bin.
A MESSAGE FROM THE CHAIR
There have been significant changes occurring in Victoria in planning for future waste management with the creation of two new organisations. Sustainability Victoria has been formed from the merger of the former EcoRecycle Victoria and Sustainable Energy Authority and the Metropolitan Waste Management Group formed from the merger of four Metropolitan Regional Waste Management Groups. The Barwon Regional Waste Management Group is a key strategic partner to these organisations and we are committed to searching for opportunities that this new framework brings for the Barwon region.
Commonwealth Games Litter Campaign
The efforts of this year summer litter campaign in influencing peoples behaviour has had a significant impact, with an average 55% reduction in roadside litter being recorded during the campaign period. This years annual roadside litter campaign was run in partnership with our member councils- City of Greater Geelong, Borough of Queenscliffe, Surf Coast Shire, and Colac Otway Shire, and in conjunction with the Commonwealth Games ‘Lets Start Training for the Games’ campaign.

Barwon Tour of Melbourne Facilities
In February this year a group of representatives from the Barwon region toured a number of different recycling and waste recovery facilities in Melbourne. Facilities visited include ARA Advanced Fluorescent Tube Recycling, FM Recycling Textiles sorting facility,
BaxVis Landfill Resource Recovery Facility,
and Dreamsafe Mattress Recycling facility.

Surf Coast Shire Public Place Recycling
Surf Coast Shire was successful in obtaining grant funds from Sustainability Victoria to implement a two stage public place recycling program. The programs focused on the townships of Lorne, Anglesea, Jan Juc and Torquay. Partnerships between Sustainability Victoria, Barwon Region Waste Management Group, Beverage Industry Environment Council, Great Ocean Road Coast Committee and local Tourism and Traders Groups ensured success of the program.

The City of Greater Geelong took part in a national campaign to rid cities of cigarette butt litter by seeking pledges of support from smokers. Mayor Cr Peter McMullin joined the Chairman of the Butt Littering Trust Ian Coles to launch the Butt Free City campaign in Central Geelong

Waste Wise Geelong Network
The Waste Wise Geelong Network is an initiative of Barwon Regional Waste Management Group, Sustainability Victoria, Geelong Chamber of Commerce and the City of Greater Geelong. It brings businesses and organisations together to learn how to be Waste Wise as well as acting as a catalyst to share information, knowledge and skills with other environmentally committed businesses. It is creating an environmental movement that will lead to a more sustainable and 'low waste' Geelong.
